Help! I Don't See Customize Theme Anywhere

Hi, I'm new to Vanilla and have just installed it on my site. When I go to the dashboard, I don't see customize theme anywhere. The only tabs I have under Appearance are Banner, Homepage, Themes, and Messages. I tried creating my own by copying the default and naming it colinstheme, but I don't see that in themes. What am I doing wrong? Thanks!

Customize theme is only for hosted vanilla
