How to prevent users from being able to post in a certain category?

I made a category for forum guidelines and announcements. When creating a thread, users can choose that category to post in. How do you make a certain category not be able to post in? (for regular users)

Like I already told you in the other thread, the "Getting Started" videos are a great start to learn about basic configuration & usage of vanilla. They can be found in the dashboard.
