footer question

I wanted to add a footer to the site and went into the page end.php and added HTML before the </body> tag and it works perfect in IE but in firefox there is a slight problem. When the panel is shorter then the content the footer is below as its supposed to be but when the panel is longer then the content the footer gets placed not underneath the whole page but just underneath the content. Any ideas on why this only happens in firefox and how I can make it work?

    add a wrapper: open head.php and add a div after the body tag and close it before your footer.
