Target blank plugin or easy way to make links open in a new tab?

Hi been looking around for a plugin or easy way to make links in users posts open in a new tab aka target blank.

peregrine has created a plugin that suppresses links in posts of users in special roles. I think this could be a great start for such a plugin

we work differently,

I don't try to obfuscate things and try to make name and description and folder consistent.

And I don't mean controll when I say control.

that was for motivation so user could learn. I should have called it UserOpenExternalLinksThatWerePostedBYUserInExternalBlankPageORTabDependingUponUserBrowserSettings

is there no target blank plugin as all links are not opening in a new page this is very annoying, there was a plugin i used it before but lost it. please help

Plugin does not exist the forum here is target blank as standard why is the cms not the same?
