How to structure like craigslist

I intend to run a forum more or less like craigslist with with threads that are common for all the people and threads specifically for certain regions. So imagine the users will be allowed to limit their threads only showing up on regional threads. Can someone suggest how this can be structured?

The closest thing would be using categories and tags. Cities would be categories (or even subcategories if needed) and the rest could be tagged.

I am think another solution. If some categories can be marked locale sensitive, then at the time a new thread is posted, the author can have the option to select from a pull-down on a specific location. For example I live in San Francisco area and it will be nice if I post on the employment category I can select the city of Mountain View. Also, if a category is locale sensitive, viewers can limit the showing of the listing using the same drop down list.
