Fileupload not linking to attachments on mobile theme

I have the fileupload plugin v 1.8.2.1 installed. It works fine on desktop. But on mobile, I cannot open the attachments. Mobile friendly is enabled in the plugin. You can see the thumbs for the attachments, but you cannot open the link to actual view them. Any ideas? Here's an example where I'm having the issue. Thanks.

Are permissions set correctly in the dashboard ? to upload and download ?
Guests can only view the thumbnail.

I'm still having the issue when logged in or not on mobile.
I have the /applications directory and all sub directories and files set to 755. Is that correct? Anything else I should look at? Thanks.
try the backport fileupload 1.8.4 under responses for the file upload plugin

I downloaded the addons-master.zip today and it had 1.8.2.

your master zip then is not the current addons master zip or you have the addons 2.1 zip
if you follow these instructions exactly it will upgrade your file upload plugin to 1.8.4.1
don't skip any steps, and follow them sequentially.

That did get me to 1.8.4 but did not resolve the issue of linking to the attachments. I also noticed, you cannot upload attachments when logged in on mobile.
This is resolved. It turned out I needed to check roles & permissions/members/Plugins/ allow download and upload attachments. Thanks for the help.
