Is this a custom theme being used or is it one i can download.
If its custom how can i make a theme close too it?

yes, customized. ask the person who runs that forum if they will give it you you.

or download the bootstrap theme, choose the sandstone option and categories layout homepage.

clone the bootstrap and change the custom.css as you wish.
