Constrain Title Length

I'm not sure if this would be worth of an Add-On or not, but I think there should be an Administrative option to cut down on the length of post titles. IE somewhere the Admin should be able to specify a 30 Char max or something like that.

Just an idea, obviously. I'm currently hard-coding it into a redesign I'm working on.
