I was wondering which plugin is used on this forum to show the styling | emoticons | and file upload pulldown?

Is this one plug-in or a combi of several?

It is a proprietary buttonbar currently only available on Vanilla hosted forums, although there are plans to release it at some point.

In the meantime, you could try this plugin:
