is it possible to move the title/description, In my case, above the search bar and breadcrumbs? can't find the file....

You would make this change via css.

You can do this by creating your own theme, and putting changes in the custom.css file, or by using this plugin: http://vanillaforums.org/addon/cssedit-plugin
