How do I turn on Moderator Options in the discussion list?

At the moment only Edit and Send PM appears from the drop menu on the discussion list.
How do I get options to appear for Sink, Annouce, Delete, Close, Split/Merge (plugin installed)?

Your permissions are not set right for the role.
Split/Merge is a plugin that is bundles with the core.

That worked many thanks @x00 , altgoing what's the difference between CategoryDefault and Category as I thought default meant All Categories but it seems that is not the case?
Category default is a boiler plate if you create a new category.
