how to disable 'Announce'?

I was wondering how to disable 'Announce' option on the bottom of the 'New Post' form.
I see that there isn't such feature here on vanillaforums.org/discussions

I feel kinda stupid right now.
I searched in forums but didn't ask Google.
I see that announcement can be made by admins only.
