Messages not showing up

I've added a message through "Daskboard > Appearance > Messages" to show above main content on all pages as an alert. The message is enabled and saved. I have force reloaded the page, cleared the cache, etc. but the message still doesn't show up anywhere. I have made several design modifications to the Bootstrap theme I am using. Could something be blocking the messages?
