CSS file stuck even after redownload, delete and reupload

So, I'm using the Bootstrap theme cosmo. I made change to the cosmo css file. Now I want to revert back to normal so I just need to download the theme again and replace the cosmo css file with the original one right ? But it doesn't work. I just don't get it, I've uploaded the new file many times, I even redownloaded twice but somehow it's still retaining all of my modification. Cleared cache, incognito mode, even delteting the inin files in cache folder. What could be the problem ?

Interestingly, all the other css files of bootstrap are behaving just like that.
I just tried to reinstall the whole theme and it's still like that
Certainly seems like a cache issue.
Have you tried it on different browsers?
Perhaps try installing the CSSEdit plugin, and making a single change, to see if that takes?
If i delete the file then it will revert to the default boostrap so i think its not being server with a cached file. I tried incognito mode and clear all history already. Gonna try that csseditplugin
I recall you had this issue months ago and were told to use a browser extension for chrome called reload css. Also similar extensions for firefox. This will reload a fresh one so you can see your changes right away.

You can also change the refresh time in the cache of your server. Ask your host how to do that...
