Why Quotes Plugin Remove by Vanilla
One question,
why this plugin not available right now?
I think this plugin very useful..
But, i can download from this discussion , why?

It's part of the add-ons game. User who can figure out which add-on to use and where to get it, attain a new level. New users may be at a loss, until they play the add-on release game long enough.
Quotes became part of the core in vanilla 2.2 and is now Quotes version 1.6.10 which has security fixes.
Rightly so core plugins should not be in add-ons section. http://vanillaforums.org/addons, since it has been an eternal part of confusion.
The http://vanillaforums.org/addon add-ons section is occasionally unreliable for staff approved add-ons. A version may be too new or too old a version for the current stable vanilla, if it is a staff plugin, best to try versions from github.
why? there has been no TLC yet. some day, just not today.
Quotes moved from the add-ons in github to the core on github.
I may not provide the completed solution you might desire, but I do try to provide honest suggestions to help you solve your issue.

I wanted to make a quick comment on the add-ons repo. I think we all agree it could use a refresh or even new ideas. No one needs to wait, we made it easier for contribution when we open sourced it:
