DefaultPermission throws "page not found"

I'm running V 2.1.11. The dashboard routing page has a definition called "DefaultPermission" with a target of "dashboard/home/permission" which is supposed to throw a "not authorized" page.
The documentation says:
DefaultPermission - The page to view when the user attempted to perform an action they didn't have permission for.
Alas, my experience is that instead it throws a "Page not found". Is there something wrong in my 2.1.11 environment or did I uncover a bug?
