This forum here has a "Attach image/file" feature when posting images:
Is this a plugin? Why isn't it in the official Vanilla release download while it is in the official Vanilla community forum?

Welcome to the community.
To be honest, this question has been asked and answered a lot on this forum, as a simple search would have shown.
Essentially
It is released in 2.2 which is currently in Beta testing.
For previous versions of Vanilla, it was a proprietary plugin, available to Vanilla hosted customers (which includes this forum) only.
