New Discussions Button Always Shows

Unregistered people should not see the New Discussion button, but they do on http://forum.shiresociety.com
Further, when someone registers, they only have access to post in the Introduce Yourself forum, yet the New Discussion button exists in all the other subforums. (Trying to post in another forum besides Introduce Yourself" will bring up the post entry page, but trying to sumbit the post will result in a permissions error, but someone without permission to post shouldn't see the button in the first place.)
Any ideas why? This forum was created from an SMF import. There is no guest role.
