Allowing users to create categories

Am thinking of allowing users to create categories.
Any idea how I could implement this?
Is it even possible?

    sounds like a bad idea.

    best way to implement, is have them make a suggestion to an admin.

    too many categories can be problematical.

    the tagging plugin is devised for users.

    I may not provide the completed solution you might desire, but I do try to provide honest suggestions to help you solve your issue.

    I think it's a bad idea.
    If users don't have a category for subjects, just create an "Uncategorized" category, and Users add tags? I think it's better.
