Anyone know how to add section to vanilla there i can show exchanged links or banners width other sites on all pages ?

You can use the Widgets plugin, it has some examples built in , you can replace those with whatever you want, you can also use the plugin Pockets, or AptAds or the built in message making system in the dashboard and then just add you code in there...
