Custom CSS - Think im on the right lines

So Forum installed (SSO on a separate thread) I have created a custom theme so im following the suggested route for customisation and I have the custom.css file (no content yet) I use Chrome and IE for testing etc - So as an example I want to change the background colour in the header, change some of the font sizes in the discussions areas and I believe Custom.css is were I do this - any pointers appreciated.
