If a user sees someone has uploaded either a photo or text content that is not suitable, how do they report it to admin?

You can use the flagging plugin that comes with Vanilla.
Enable it via your dashboard.
By default, it shows up as flagged content in the Dashboard, but only Admins can see that.
There is an option to create a thread, so that others can see what has been flagged.
If you don't want general users to be able to see the flagged thread, create a category with custom permissions, so that only Admins and Mods can see it, and set that as the category to use in the Flagging plugin.

What if something is flagged, and we check it and find that is suitable. How do we take it out of being flagged? So it's safe?

You need to spend time working your way around Vanilla. The Dashboard is the place where you will do most of your Admin tasks.
Admins have access to the Dashboard (a link is in the cog wheel.)
From there, you can enable and disable plugins, and perform a variety of other management tasks.
Flagged comments are not hidden or removed.
If you don't want to take any action, you just dismiss the flag.
Go to the Dashboard and enable it on the Plugins page. Don't forget to set your settings for flagged content!
Hi there. We are looking thru the Dashboard an awful lot and learning.
But when we go to the Flagged category that we made, and we see the thread that we flagged for testing, we see no means to dismiss it, with the view to take it OUT of flagged.
So how do we do it?

We seem to be at cross-purposes.
When a comment is flagged it is NOT removed or hidden from the thread it is in.
An alert is sent to the Dashboard, which can be seen under Forum - Flagged Content ( a red 'flag' indicates the number of flagged comments.
Optionally, a site admin can choose to have a thread created once a comment is flagged.
In any event, the comment remains in place until an Admin (or mod) decides it needs deleting or editing.
If you feel no action is needed, then to dismiss the flag, you click 'Dismiss' under the comment in the Flagged section.
If you have a thread created re: flagging, you can simply delete it, or close it, once the issue is resolved to your satisfaction.
I do understand it's purpose, but the word "Dismiss" doesn't appear in the thread on on the Flagged section page at all. We know how to delete or edit, but if someone has Flagged a comment, and then we think "no, that's ok", we was to dismiss it so it removes it from the Flagged category listing.
There is no Dismiss option that I can see.

You are looking for something that doesn't exist.
The Dismiss option is in the Dashboard.
So an item is flagged.
We can see the flagged items in the Categories "Flagged". And you are saying, to dismiss the item in this Flagged category, we have to do it from within the Dashboard?
Can you point me to WHERE please?
Found the Flagged section, Clicked Dismiss - but the item remains in the Flagged category.
No, I'm not, and I don't really understand why you would think I am saying that.
The created thread is either closed or deleted, manually, by an Admin or a Mod.
I really don't know what is unclear about that.
The Flagged Category is there so admin can see what has been flagged. But even after we dismiss it, it remains in that Flagged category. ARe you sayin that if we have threads flagged. No matter how many we dismiss, they will remains in the Flagged category for admin??

It's the equivalent of setting two alarm clocks. Just because you have turned one off, doesn't meant the other won't ring
The 'Flag' option creates an alert in the Dashboard, for Administrators to see, and act on.
In addition, there is the option to create a thread which reports the flagged comment.
If you choose this option, then Dismissing the flag in the Dashboard is the equivalent of turning off one alarm clock.
If you want the flag thread to be gone, you have to manually, and separately, either close it or delete it.
That's it.

This is NOT a troll question. I sent it to another forum too, to ask.
Look at it from our angle please. Someone Flags a post. You and others have said that we create a Flagged category so we can view those items flagged on the right.
Then I am told to go into the Dashboard, and Dismiss the flagged item. At the time, you didn't say it was in the dashboard, you just said look in the Flagged section.
So I have gone now to the Dashboard, and Dismissed it. ASsuming it would also remove it from the Flagged category.
So is that Flagged category not needed at all?? If someone flags it, will it just appear in the Flagged section in the Admin Dashboard, and we can get rid of the Flagged category - since it appears Dismiss doesn't remove it from there. IT sounds much like we have to go to the Flagged catgory and 'delete' it from there as well. Just worried that deleting it from there, delete it from everywhere.
Little concerned and worried that you don't want to help further, since we were lost!

One last, last attempt.
Please, read each section carefully.
The flag plugin works as follows:
A user clicks 'flag' on a comment.
A notification appears in the Dashboard - Forum -Flagged Content section.
A red 'flag' shows how many flagged comments there are.
Clicking 'Flagged Comment' takes you to a list of the comments that have been flagged and are awaiting action.
From there you can choose to Dismiss the flag or Take Action.
As an additional option
You can choose to have a thread created when a comment is flagged.
There is no need to do this for the flag plugin to work.
So why would you do it?
The Dashboard is only seen by Admins.
If you have Moderators who are not Admins, they will not be able to see that a comment has been flagged.
On our forum, we chose to create a thread for flagged comments in a category which is only viewable by Mods and Admins.
This means that a moderator can see a comment is flagged, and take action if needed.
An example
A comment is flagged, a notice appears in the dashboard and a thread is created.
Admin A sees the flag, and decides to edit or delete the comment, using Take Action or Dismiss.
The flag for that comment no longer appears in the flagged list on the Dashboard
BUT
The flagged thread created is NOT affected in any way by this action.
Admin A ALSO needs to close or delete the thread, separately.
Another example
A moderator sees a comment flagged thread.
She takes a look and decides no action is needed.
She closes the thread, with a comment to this effect.
The flag in the Dashboard is NOT affected in any way by this action.
An Admin will have to **separately **act, via the Dashboard, to dismiss the flag.
Put simply
If you don't need Moderators (or other users) seeing that a comment is flagged, uncheck the Create Discussions option in the plugin settings.
If you want a thread created, then bear in mind you will have to make two separate, unrelated actions:
one in the Dashboard
one on the flagged thread
Just to clarify
The comment that is flagged remains visible unless an Admin or moderator edits or deletes it.
Dismissing the flag form the Dashboard, and/or deleting the thread created to report the flag will have no effect on the original comment.
I honestly don't know how to explain it any better than this.

@simona6: why don't you simply try it? Create a local test forum, activate the plugin and start flagging content and using the plugins settings. I bet that would have helped you understand how it is working much faster.
There are a lot of plugins and you will not often find explanations like the above
Great - now I get it all.
What was not explain early on, was WHERE the flagged comments appear.
I asked about it being int he Flagged Category, and the reply was "just dismiss it".
No word on WHERE. No word on HOW.
So I asked where, and was told. But in that reply, I also was not told why it doesn't disappear from the Flagged category.
As I understand it, if we want that category too (for Mods), it kinda create a duplicate of the thread (tho not precisely). And if we want it OUT of that category, but to remain active to users, we can simple DELETE it from within the Flagged category, and obviously dismiss it.
Job done. Simple.
I hope if you look back on this thread of mine, you can see why I kept asked. I was being given "bits" of information, rather than everything, considering I am brand new at this forum theme.
