Add HTML Code Above Text Box

I want to add a html code the text box of New Discussion form and Comment Form. How can I do this?

If what you mean is how to select the formatting of the editor you need to add this line to the config.php if you don't have it or change it to Html if it is not that.

$Configuration['Garden']['InputFormatter']= 'Html'; // Html, BBCode, Markdown, Text
