The voting plugin do not work with vanilla 2.2.1? [RESOLVED]

I put the plugin on plugins folder, but it do not display on my plugins list to activate.

    I found the problem. It is displayed on my online server. I guess my local server do not have something enabled.
    I guess is the rewrite_module.
