SQLSTATE[HY000] [2002] Connection refused error

in Vanilla 2.0 - 2.8

Hey guys, I'm setting up a fresh install of Vanilla 2.3rc1, which works fine with XAMPP on my laptop.

Now I'm trying to migrate to a free web hoster sadly it doesn't work. I'm a bit stumped what exactly the problem is.
Wordpress is installed and works fine with the same database settings. Host is localhost. Except maybe the port used might differ? How do I check that?

I get this error when I try to configure Vanilla:

The connection parameters you specified failed to open a connection to the database. The database reported the following error:
SQLSTATE[HY000] [2002] Connection refused

I've made the index just temporarily output phpinfo(), I hope that contains all the info you guys need:

    Seems to be an error on their end. More people are complaining they can't access their databases this weekend. Weird.
