New Discussion Button

Hello everyone, I did a forum migration. I went from an online server to one locally.

Everything seems to work.

The only problem is that I display the "New Discussion" button even if i'm not logged in.
I can also enter all the data, then if I click on "Post Discussion" nothing happens.

On he forum on the online server i do not have this problem., the "New Discussion" button if i'm not logged in, does not appear.

What could be the problem?

Even if it appears, it won't let you post if you are not logged in. Check permissions.

Permissions seems to be correct, but the button is still there, can't solve that
