403 Forbidden on delete discussion

in Vanilla 2.0 - 2.8

I have installed Vanilla 2.3 on shared hosting using the Bootstrap theme- the forum is working well - all of the features are working and I can post threads and conversations OK. The issue is this. When I click on the cog and then Delete discussion - I get a pop up with a 403 Forbidden error. I have checked the error logs and nothing appears and all of the permission appear to be set correctly.

I have disabled all of the plugins and even changed themes and still encounter the error.

Any help is appreciated and I cant think of anything else I can do.
