Upgrading tips for 2.3

is this post still valid for 2.3?

namely, can "conf/, cache/, uploads/, custom themes/and custom plugins/" simply be kept while anything else is copied over and things should work fine.
I'm asking in case vanilla has changed thing in files like conf/config.php, so copying it over wouldn't work.

Files to keep -

htaccess
config.php
uploads folder
themes folder if you have custom themes
plugins you have installed other than core plugins

Overwrite all other files then run utility/update and also utility/structure if you encounter database issues.
