Karma Bank Exchange of Value

I'd really like to integrate an economy of sorts into the vanilla site I have in mind, if Karma can be traded between members that would be excellent.
On this note, can staff hand out Karma from the system deliberately, above and beyond the default Karma yields of forum activity?
