Yes, but not without a little work from your side. You have to create a custom theme. A panel is an asset and you would have to create a default.master.php with "Panel" and "PanelSecond" asset and afterwards write a lot of themehooks which add the modules you like to the second panel. The other panel would be the default one.

Please look at my theme DeepSpace to get an idea of how to add another column, there are a couple versions of the theme make sure you use the one that has the paralax.
