Unexpected Precondition for Settings Only

I didn't have this problem before on a different Vanilla (Text-driven) installation. I installed Vanilla on a Textdrive-hosted site, using the needed .htaccess adjustment. Installation was judged successful by Vanilla. I can create a new discussion fine but anything having to do with settings gives a Precondition Failed message. Where did I blunder?

    I guess I'll just trash the install - not a big deal, thankfully - and try again but I thought this was unusual enough that it deserved a question?

    ... I'll report back if the behavior is duplicated and I can detect a pattern.

    Are you using apache or Lighttpd or both?
