How to add new menu items

Does anynbody know how to add new items to the standard menu. Here is what I see in the template: {discussions_link} {activity_link}

I need to add a new menu item, e.g. FAQ, Contacts, etc that will open a new page.

Can you also recommend how to create a new page, so it has the same style and has standard headers and footer?
