Can't Upload Photos on Mobile Theme

Users are unable to upload photos on the mobile theme on both android and apple phones. Is there a way of fixing this?
Also, is there a way of replacing the mobile theme? Is it just a case of uploading a mobile theme to the folder on my database?
I am using +Baseline version 2.3.1 for my theme and Mobile 2012 theme. The mobile theme seems to have already set when I upgraded to 2.3.1.

search 'mobile' in the main config file, and there is a line where you should change the name of the theme you want for mobile devices.
