Image Gallery for Site.

I would like to make a site which revolves around image galleries. I will have a blog which will talk about an event and each post will include some pictures, etc but the real photos will go in a gallery where people can look at a ton of photos. I am looking for something that would allow people to look at photos and rate the photos as well as comment on them, but something easy to use. It would also be a plus if they could sign up for an account and make the account what they use to log in to comment on the blog, on photos in the gallery as well as on a forum.

Back to the Gallery, i would really like for people to choose by folders, there will be folders to choose a year, then the event, then in there will be all the photos which would have a title and maybe even a little description in there. Does anything like this exist? I want to do a site like this with money out my own pocket and it isn't for a profit but more for a hobby. Is there anything free to do this? Are there any good examples of online galleries you can find that may already do something like this? The use of one username for comment on the forums and image galleries isn't totally necessary as of now, though that would be super if it could be.

Playing with the file browser it is doing what I want, for the most part, I think, and maybe if I understood how to code I would know if I would be able to do what I want to do with file browser through my own customization, etc.

    The only decent (says I) ones I know of are Plogger, and ZenPhoto.

    Interesting, thanks for the reccomendations, they look okay, but I like the overall look and feel of File Browser, the way images are right there for people to choose what they want or click next, not sure if I am making myself clear. If anything I think I just want stuff added into it. Is there an add-on system like with Vanilla, or could I potentially ask someone to do it for me? Might it cost money?
