New Members Cant Register

in Vanilla 2.0 - 2.8

After upgrading to 2.3.1 new members can't register. The View Not Found Page comes up. Is there something I should have done in the dashboard?

    Have you cleared the cache ? I already had this problem and it solved it.
    (Delete all files under /cache except /cache/Smarty folder

    I have deleted all of the .ini files. Should I also delete 'empty', '.DS_Store' and '.gitkeep' files in the cache. There is also a folder called ' Minify', should I also delete this?
