Users can't download Attachment

Hi
I added an attachment to a post, a zip file
other users can see the attachment but can't click to download it
I checked permissions and there's nothing obvious to me

please help

Members should be allowed to upload and download. Check your permissions that is the only thing keeping people from downloading.

everything seems ok to me, see if you see something wrong
cause I don't remember changing anything here
