NEW MESSAGES flag does not work the same on a category with subcategories

I got two kind of categories : categories containing discussions and categories containing categories.
I got the flag NEW MESSAGES working on categories containing
When a category contain discussions directly, the flag NEW MESSAGES appears when there is a new answer in a discussion.
But when a category contain subcategories, the flag NEW MESSAGES appears only when we create a discusion in the subcategories.
- Category with discussions => NEW MESSAGES = New answer
- Category with subcategories => NEW MESSAGES = New discussion
QUESTION #1 : is it normal ?
QUESTION #2 : is it possible to have the flag appear on the category with subcategories also when there is a new answer... ?
