Moderator Approval [RESOLVED]

Hello
Is there any plugin that makes the forum requires the moderator approval before posting any new discussion? I tried the postApproval plugin, but it did not work with vanilla 2.5.1.

    You do not need a plugin for that. Change the user role(s) by ticking the check box Vanilla->Approval->Require.

    I checked Vanilla->Approval->Require for Neyby Users and nothing happened. 🤒

    All Neyby Users can still add discussions and posts without moderation. (Vanilla 2.8.3, Keystone theme.)

    Could somebody confirm this issue?

    Do those users maybe also have another role?
