SEO URL - change special character to english character

Hello, I am vietnamese
In vietnamese has some special character. If title of post is "Đây là 1" => URL of the post http://abc.com/discussion/1/đây-là-1
I Want to change to http://abc.com/discussion/1/day-la-1
The reason is đây-là-1 is not good for SEO.
I found this discusion say must modify class.format.php

    This is most likely based on outdated information.

    It is surprising that these characters are not replaced. However all browsers and search engines can handle UTF-8 urls nowadays.

    I would not change core files (like class.format.php), as I don't think this is a problem. Large sites are using UTF-8 URLs, e.g. https://vi.wikipedia.org
