Users not able to login 2.6.1

in Vanilla 2.0 - 2.8

After I add a user to the forum, the user tries to login but cannot. I tried it with some dummy accounts as well. Why is this? is it because Vanilla needs to confirm emails? When I add a user i bypass the confirmation email, and click the verified option. This seems to create a block.
