Dashboard mostly not working after 2.6.4 update
I have (kinda) successfully updated from 2.3.1 to 2.6.4 with no errors. Front end is fine, can post and comment. I had disabled all plugins and reverted to the baseline theme before upgrading.
Dashboard for most links displays munged Categories settings content without CSS. Cannot change the theme or reach the plugin settings. Tagging settings page throws the "Something has gone wrong" error.
I enabled debug=true in the config file but am seeing no errors.
Any clues would be appreciated.

When skipping multiple versions, you risk running into such problems
You need to delete one file:

You will have to delete the Tagging plugin and the HTMLawed plugin since both have been integrated into core.
Afterwards you have to clear the cache.
Upgrading first to 2.6.0 and then 2.6.4 worked for me..
