TLDR
The EU is trying to regulate parts of the internet which will only be able to achieved by forcing forum admins to install upload filters. Propabilities are high that such upload filters will be provided as a service by some big players which will run every content through their own filters - filters which mechanics might not be transparent resulting in censorship.
