[EmailDeclinedUsers] Doesn't send e-mail in Vanilla 2.8
I have installed this plugin a long time ago and noticed today that it doesn't send emails anymore. I don't know if it's due to Vanilla 2.8 or earlier, but other mails from vanilla can be sent. Only the E-mail declined messages don't get sent.
