Last discussion page is always empty

My forum has over 100 pages in discussions page, so I set $Configuration['Vanilla']['Discussions']['MaxPages'] = 1000;
However, when checking the last page, it always shows "no discussion", while other pages like the second page from the bottom is working correctly.
