Moderation messages not appearing on registration page (following bulk user import)

Hi

I am using Vanilla Cloud and trying to add a guidance message to users on all registration pages. It is appearing on the standard registration page and on the registration page based on a single invite sent, however when not on the registration page that users land on when they receive an email via the bulk user import feature.

Does anyone know how I can make this work, it is really important that our users see this message before we launch our community as it contains key information about the username rules.
