Text Encoding On Vanilla

I notice there isn't one in the html code output, do we have to add it manually and if so whats the proper way to code it in the head.php

the encoding is added via a header in appg/headers.php

i see but it doesn't output to the html source, isn't it supppose to ? between the header tags
