Choice of where the Sticky Appears

I would like a feature that allows me to post a sticky in a particular category, but not have it appear on the Discussions tab. This is useful if you have different rules for each category and u want them to be stickies in their own category but not mess up the overall discussions tab with 10-20 stickies.

I'd really like this extension and I've noticed in other threads that others would too. It doesn't look like anyone is working on it so I think I'll give it a go. It may well take me a little while(!) as whilst, my php skills are ok, i'm not very familiar with the vanilla code and i'm sure it'll take me a while to figure out how to embed the code correctly.
