[New Extension] Shoutbox

I have (out of necessity and desperation) put together a shoutbox extension that adds a mini-chat in the panel.

It is very buggy, and will probably make real developers quiver at the sight of the hack. I've added it in hopes of inspiring others to make a better one, or at least make this one better.

Bugs:
*sometimes fails to load
*paths may be wrong on some installs

Sorry for the unprofessional approach, but n00b is as n00b does.
