V4.01RC Help - How to achieve a single board corresponding to the designated moderator?

I have set a user's identity as moderator, but I found that this moderator can have the authority to manage all the content of the board, but I only want him to be responsible for one board.

Make a custom role

Only give him announce/close discussion, edit/delete discussion/comment permission for that category.

Don't have default role Moderator on that custom role.
