New tab & HTML framework?

I'm trying to do some kind of help page. Tab creation went fine with SirNot's "Page Management "extension (2.3.1). :)

Now I wonder how to enter the correct html code. For testing I simply entered <p>test</p> in the input box, but realized that this destroys the layout. So I asked myself if there is some kind of empty framework for a working html page.
